The Leonida Department of Corrections (LDC) is the state correctional system set to appear in Grand Theft Auto VI. Similar to real-world correctional systems, the LDC oversees the operation of prisons within Leonida. LDC is seems to have been inspired by the real-world Florida Department of Corrections[1] in the State of Florida.
The unnamed prison complex where Lucia is incarcerated is likely under the jurisdiction of the LDC. The agency also employs social workers, such as Stefanie, who work towards inmate rehabilitation as seen in the first GTA 6 trailer.
